Duplication of emails already deleted

Now this issue has been addressed in various places on the net already
but my issue is a bit different. Bascially one of our users has an
mailbox on a hosted exchange server and that mailbox is set up in
Outlook 2007 as the default. She also has two POP accounts in Outlook
both of which are set to leave a copy of the message on the server.
The emails received thru these POP accounts go directly into the Inbox
of the Exchange account rather then to their own. I did this so that
those emails would not be stored locally on the users machine. What
has been happening is that when she closes Outlook and then say the
next morning opens it again those emails that had already come in
redownload and appear a second time. Even if she previously deleted
those emails altogether they still reappear as new messages upon
relaunching of Outlook. This only occurs for emails from the POP
accounts which as I said are set to leave a copy on the server.

After doing some testing it does appear that the problem won't occur
if the POP emails go into their own PST file but we really want them
to go into the OST file. It seems as if Outlook does not remember it
already downloaded that message before so I suspect this problem as
somehow related to the fact that the POP accounts are set to leave a
copy of the message on the server but not sure how to resolve it other
then having them to dump to a PST which isn't what we want to do. Any
ideas on a solution?
