The recommended path is to install the older OS first, XP, then the newer,
Vista, but it can be done the other way around. How are you trying to
install XP, by running the CD from within Vista? You should boot from the
XP CD. I know of no reason why it won't install to a different partition in
this scenario.

After installing XP, the Vista boot files will have been removed from the
system partition, so Vista won't boot. You'll need to restore the Vista
boot files. Easiest way is to use VistaBootPro.

As to Virtual PC 2007 AFAIK it runs on both XP and Vista, and it's commonly
used to run XP on Vista. I haven't used it though so I can't give you any
info on how to set it up.
