DTR is set to HIGH on serial ports in XP?

After installing XP, DTR is set to HIGH on serial ports. There is a hotfix
for this issue in ME. Do we have one for XP?

mode Com1TR=off

Yes, it works.

Do I have to use this command every time I restart the computer? Is there a
method to set the DTR default to Off?

Yes

Put that line in a .cmd or .bat file and run it with a shortcut in Start
folder. Or as a Scheduled Task to run at boot time.

Another issue is that the DTR level is still high after I use the command to
set DTR to off. How can we set the DTR level?
