DTR High on COM Port

I am using Windows XP Pro on a Dell Inspiron 3700. When
I boot up, DTR on the COM port is HIGH. I have three
applications, each of which works the same. I can bring
any one of the apps up and DTR goes LOW until it is
supposed to go HIGH (I'm using DTR to key a transmitter
in a ham radio setting). Each app and the DTR works
perfectly while the app is up, going HIGH and LOW as
required. When I close the app, the DTR returns to
HIGH. Windows ME had this probelm and there was a fix
for it. How about Windows XP?
