If (1) 933360 is listed in Add/Remove Programs, (2) your Time Zone is
correct and (3) the Automatic DST option was enabled in Date and Time
Properties, and the machine didn't automatically adjust for DST, try syncing
Internet Time using time.windows.com [which BTW was ~2 minutes fast when I
synced with it earlier today]. If still no joy, open a free Support
Incident (see below).
If you've not already downloaded and run the OL 2003 TZD Update Tool, do so.
Not having done so should not be the cause of your system clock not
adjusting.
If Microsoft Update is not your default update source, I'd recommend making
it so or checking in at Office Update website monthly to make sure your
Office apps are fully patched.
