DST Issues w/ XP Pro & Outlook

DST patches were applied (KB931836) to my XP PRO machines via WSUS, however
we have large number of machines that keep automatically adjusting their time
either one hour ahead or behind. We've uninstalled the patch, reinstalled,
used tzedit, un-checked the aut-adjust clock and when it finally stops the
system time from changing a problem in Outlook persists.

The Outlook clients on these affected machines, both 2000 and 2003. They are
receiving emails with a time stamp of one hour behind, despite the time being
correct on the source.

We are using a hosted email solution and if we use the web interface from
the same machines experiencing this problem, the correct sent and received
time stamps appear, which proves the issue is specific to Outlook.

In summary, my questions are as follows:

What is causing the XP machines from auto-adjusting their time at random
despite being patches?

How can I resolve the Outlook issue?

What is the patch for 2000 and 2003?

What Outlook patches are you referring to? We are not running Exchange and
have tried TZmove.

Just curios, is the "Automatically adjust clock for daylight saving changes"
checkbox, is that checked? If not, you may want to make sure that checkbox
is checked.

I also noticed a few workstations (all W2k Pro) time reverted back an hour.
But once I double click on the system time or log off and log back on, it
worked fine again.

What I did for the 2000 workstation, I ran the registry file again, and ran
the refresh at least 3 times to make sure it actually got refreshed. Then
perform a restart on the system.

Start here, check off the Windows OS version and click on next to see the
software under that OS that has DST patches or info. There are specific
patches for Outlook.

I am having a similiar problem. I went through the steps given by
Microsoft. I applied the patches to the workstations, to the server,
and to Outlook (downloaded the correct patches, so please don't ask
that). All of the clocks are 1 hour ahead. If I uncheck the
"automatically adjust for dst" checkbox the time is correct. I
downloaded tzedit, to check if that might fix the problem. I opened
tzedit and the settings were all correct, so I didn't do anything with
it. Any ideas????

When I had this happen it was because a user had already set their clock
ahead one hour manually prior to applying the patch. This made the PC think
that THAT time (which was correct) was actually incorrect once the TZ update
had been applied. I just set the clock back an hour and it was fine.

I did have a friend that this happened to and it kept resetting ahead an
hour, but that was because the timezone update was not applied properly on
his domain controller, so the PC kept synching with the DC and getting the
wrong time.
