Sync issues are totally the purview of the sync software. Outlook does not
particpate in the sync except as the data repository. As for the time zone,
make sure you've applied the DST patches for Windows, Outlook, and whatever
may exist for your PDA. Make sure the PDA, WIndows, and Outlook all agree
on time zone and DST settings.

You'll have to ask Symantec about that.

I would think you'd be able to remove the entries from the Palm and sync
again, repopulating it with data from Outlook, but consult the sync software
docs.
