For system DSNs you can use RegWrite method to create the keys/ values.
HKLM\SOFTWARE\ODBC\ODBC.INI\ODBC Data Sources
and also the subkey for each DSN
HKLM\SOFTWARE\ODBC\ODBC.INI\
