Driver needed for Toshiba CD-DVD in Windows 2000

When I boot my HP laptop Windows goes throught the new
hardware discovery process and says that the CD-DVD is a
new add everytime. I went into the hardware/device
manager and it shows the drivers as unknown. The device
does work afterwards. I am unable to find a driver for
this, Microsoft points to Toshiba and Toshiba points to
Microsoft.
