Driver enabled but not started

I did a "refresh reinstall".When I was done,I could not get a peep out of my
PC.
After going thru all(and theres plenty)of troubleshooting,My PC displays in
device manager properties that........."DRIVER ENABLED BUT NOT STARTED".
Would/could someone pls tell me how 2 "start" this Driver.
