It's probably a program and not Windows checking for the presence of a
floppy disk.
My guess: Some antivirus programs have a setting to check the floppy drive
at shutdown. This is to avoid infecting the computer at the next startup
with a virus or boot sector virus that resides on the floppy disk.
At one time, the most common source of virus infection was from floppy
disks. While this is still a possible scenario, it is no longer the most
common mode of infection. Anyhow, check settings in your antivirus program.
If setting for floppy drive is found, disable it.
