Drive missing from Disk Manager - visible in Device Manager

I just created a new system disk for XP Pro to replace my old system disk and
cannot access the second hard drive on the system. The second drive shows up
in the Bios and in Device Manager. However, disk Manager does not show it and
it does not appear in Windows Explorer and it does not get a drive letter. If
I go to device manager it lists the two hard drives. Clicking on the second
hard drive, device manager says the device is working propoerly. Under
Volumes, clicking on populate says its a dynamic 250GB drive. The drive has
data and was used on the previous config which was also XP Pro. If I go back
to the old system drive, the second drive is present and can be used. I have
tried uninstaling and reinstalling all with the same results. Both disks are
IDE ATA drives. Any suggestions on how to solve this problem?

What exactly does the command

mountvol

report when executed from a Command Prompt?
Furthermore, what service pack does the "winver"
command report?
