"Spin up during start-up"? Floppy drives don't do that. I think I know
what you're referring to, but it's trivial that there isn't a floppy
drive seek on boot since not all computers do it. Check that the BIOS is
aware of the floppy, and that "floppy drive seek on boot" is enabled.
You might have to check inside the computer to see if the cables are
connected (?? Should be fine if it hasn't been opened, though.).
Is it a standard 3½ Floppy Drive?
