Drive Letters not stable

I'm using Win MCE 2005/XP Pro. I have a hard-drive with two
partitions, a USB external drive with two partitions, a virtual CD
drive, a real cd drive ....

I want to assign DRIVE LETTERS to each drive. Unfortunately, windows
keeps changing the drive letters around on me.

How can I get them to sit still? Is there a reg edit? Would
Partition Magic do it? A windows setting?
