Drive assignments for USB/Card Readers

If a Card Reader is present during the installation of
XP, the assignment for "C" is given to one of the USB
drives and the boot drive (HDD) is assigned a drive
letter other than "C" (E, F...). XP of course does not
allow letter reassignment to the boot drive. I have been
searching knowledge base but can not find any
documentation on this problem.

How does one ensure that the "C" drive is the main boot
drive when card readers exist?

Yes, we have disabled the USB in the BIOS during
installation and it works, but some laptops DO NOT have
such an option in the BIOS.
