drawn oval hyperlink sreen tip not saved when page is closed

I have created a page with a group photo In FP 2003. I want the screen tip
to display the person's name when mouse-over face occurs. I have drawn an
oval over each face and created a hyperlink. In the hyperlink screen tip box
I enter the person's name, the hyperlink is set to the same page. I save the
page and preview - it works. I publish to the web. The page works on the
Internet.

While working on the site in Frontpage, if I save and close the group photo
page, then reopen it, all the names that appeared after title="" between the
"" are missing. If I change to code view and enter the name, it is removed
when I save in the code view window or switch to design view.

There seems to no way to create a page with ovals over faces by this method
that can be edited after the page has been closed. Why is the information
between the "" being stripped when the page is closed?
