dragging images from IE

Whenever I try to drag & drop an image from IE6, I get a message box asking
me 'Do you want to move or copy files from this zone?'

Well of course I do ! Why else would I be dragging the images ?

In my IE Security custom levels for internet I have 'drag and drop or copy
and paste files' set to Enable.

Can anyone help? it's really irritating!
