I am able to create a shrotcut to a mapped driove and folder and place it in
the shortcuts navigation pane. I am unable to drag an email to it within
outlook. It does work when dragging an email to the same drive when in
another window.

Correct, that's how it works. You'll need to open the Explorer folder first
before you can drag & drop items to it. You cannot drop Outlook items on
folder shortcuts to directly copy the item to that Explorer folder as an
msg-file.
