Dragging Any Window Is Jumpy And Wavey

I have just rebooted my computer from being completely destroyed by a virus.
I had to take my pc to center where they backed up my files so i could
completely restart my windows xp. im no expert so im not sure if youll
understand what im trying to ask. Ive just finished setting up my windows xp
but when i click and drag any windows open it jumps and is wavey as i move
it. Ive tried making my appearence options less and more and nothing has
changed, its still jumpy. If someone could please help me that would be
great, just go into good detail cause i really don't know much about
computers.

"Reboot"/"Restart" is to just shutdown/start up a computer. I am sure you
mean 'rebuilt' or 'clean install' or 'restore' or 'recover'...

Sounds like possibly all the proper drivers for your computer were not
installed. Specifically the video card, but possibly the chipset and so on.

This sounds just like windows operating without a graphics accelerator. I
would herefore suggest that the graphics card driver has failed to install
properly or is not installed at all. As a result, your main processor is
having to do all the work in recalculating what appears on the screen when
you drag windows. If the graphics is working properly with its drivers, all
that work is off loaded to the graphic processor.
