Dragging and dropping files corrupts them

XP Pro 2002 SP1 - 6 week old instalation, all critical
updates and most recommended updates installed. Up to date
Norton antivirus installed & used regularly.

Dragging and dropping files from the desktop into another
folder leaves the files inaccessible - "access denied",
file is in use by another application" - "file is read
only" depending on application used to attempt access
(file properties say it's not read only). Even after
reboot file is inaccessible and can't be deleted. You can
delete the containing folder and then empty the recycle
bin.

Happens every time, but not if you copy the files then
delete the original.

I have turned off write-caching in an attempt to fix it
with no effect.
