On Mac's you can copy a Picture by dragging the Picture,
is there a way to stop a picture from being able to be
dragged.

Not unless the specific browse being used offer an option to disable this
feature.

IE under Windows, allow you to block selecting and dragging of content from
a web page, but a user can still save the web page to their HD, do a screen
capture, retrieve the image from their cache folder, etc.
