Downloading ICS for 98

's Computer Specifications

The version I have of 98 doesn't support ICS.
Is it possible to download this anywhere as I have looked fruitlessly.

It was added in SE I believe. You install it like a protocol. There are
third party proxy/connection sharing products. I'd spend my money on an OS
upgrade.
