Downloading from ftp site via browser never finishes

Corporate intranet, W98SE, proxy server.

When downloading an internet file using IE6 from an ftp
server (such as a link that goes to an ftp server), the
file download percentage gets to 100% and then never
finishes by closing the dialog. Nor does the file show up
anywhere.

File size doesn't matter. Other computers on the network
can download with no problems.
