Downloading files

I've tried on several different websites to download files, one of which was
a Microsoft download to try and fix an error with installing an update. It
doesn't matter if I select to open or save the file - If I select open
nothing happens, if I select save - it acts as if it is downloading but when
I view the folder I saved the file in (and I've tried different locations)
there is nothing there.

Anyone have any clues as to what is going on?
