I have created some custom styles that I store in the BOOK.xlt template in
the startup folder. Whenever I create a new Excel workbook, using the NEW
DOCUMENT toolbar button or using the NEW option off the FILE menu, these new
styles are available in the new document. However, when I create a new
document by downloading data from 3rd party tools that permit downloading
into Excel format, they are not there. Is it possible to make these custom
styles available to a workbook I have created by downloading data or do I
have to re-create them in documents I create from downloading

I think you are out of luck.

The third-party download to create a new workbook will use the default Excel
workbook.

Can you somehow create the new workbook from BOOK.xlt then pull in the data
using Data>Import External Data?
