Downloading a .CSV file from the web opens read only in IE

I am on a website that generates a report that is a .csv file. I am using IE
6.0 and have Office 2003. When I download the file it opens in a read only
version of IE (no File, Edit, View.... menus). I went into Folder Options and
verified that CSV opens with Excel, and went to advanced to make sure it
wasn't opening in same window. I just want it to open in Excel, not IE. Can
anyone help?

Sounds like you're opening instead of downloading. Try right-clicking a link
to the file, and choose Save target as to get it down to your PC first.

Right click on the link and instead of choosing 'Open', choose 'Save', then
save to your hard drive and open via Excel using File / Open
