windows will not let me donload active x. message is i must do this as the
admin. i am signed in as admin.

You need to provide more information about this issue. What is the history
of it? When do you get this message? In what program? Do what activity?
What is the exact error message? Please review the link below on making a
good post, and resubmit with more info so we can help you.

Also if this is happening only in an internet browser such as IE6 or IE7 you
should post to the internet explorer newsgroup. There are quite a few posts
