downloaded virus that will not allow me to access my control panel and task

get rid of it.. there is privacy protection and antivirus 2009 and system
error fixer on desktop. please help

Download MBAM and read the rest before you run it. You may have
other stuff - the Hijackthis prep link is there in case that is so - but you
should have gotten rid of XP Antivirus 2009. Think about being careful.

Download Malwarebytes and Spybot Search & Destroy, and scan your System with
them, while in Safe Mode.
Malwarebytes wil remove Anti-virus 2009

Download, install, update, and immunize your System with it.
Then SCAN with it.
Update it, and scan your System once a fortnight.

Download, install, and update.

Important re: Safe Mode
If you happen to find a problem that you can’t uninstall / delete, reboot
the computer, and go into Safe Mode.
To get into Safe mode, tap F8 right at Power On / Startup, and use UP arrow
key to get to Safe Mode from list of options, then hit ENTER.
RESCAN your computer with your Anti-Virus, Malwarebytes and Spybot S & D
while in Safe Mode.
