C:\WINDOWS\Downloaded Program Files has nothing to do with
saving jpg's. The Downloaded Program Files folder contains functionality
that enables you to easily uninstall ActiveX controls.
Empty the contents of the Temporary Internet Files folder.

Start | Settings | Control Panel | Folder Options | View tab
Check:
Display the contents of system folders
Show hidden files and folders
UNCheck:
Hide protected operating system files
Apply | OK
