Downloaded program files grows

We are old school: Windows NT 4.0 Terminal Server, with Citrix
MetaFrame 1.8 on top of that. I originally posted this in a Terminal
server group, but I guess it's more of a IE 6 question.

Here's my question/problem: the DOWNLOADED PROGRAM FILES folder
located in c:\wtsrv keeps growing like crazy. Everytime I turn
around, there is another 200MB added to it's size.

How can I cut the size down and stop it from growing? I have changed
the attributes so I can now see all the files, but can I just start
deleting stuff out of there? What damage will it do?
