downloaded exe files remain on desktop

Installation exe files downloaded to the desktop cannot be removed - error
message says "source or destination may be in use". These files are
definitley not in active use, remain on the desktop, and if copied to another
location - eg "My Documents" - will also be unremovable from that additional
location
