Downloaded Excel opens blank in IE only on certain machines

We have some data on a web server that is in excel format (.xls). Most
people can open the excel with no issues and can also choose to save
the excel. Some people who have Office 2000 can open the excel but the
browser window opens a blank excel rather than displaying the content.
People with Office 2003 have no issues. The content is just text in
cells. There are no graphics, charts, etc. The content in web page form
is plain text in a <table>. There seem to be several posts about this
issue but they do not have responses.
