Download user credentials and create a user profile locally via API - possible?

A user is logged on to XP with a shared local user account and a shared
profile.
He has network access to a domain (via VPN/dial-up)where he is a valid user,
but he has no local user profile on this PC. We want to create a personal
profile to him when he is logged on to XP as the local shared account.

A proposed solution is to prompt the user with a dialogue box requesting
user name and password for the domain. After validating the user the script
download the user credentials and create a local profile for the user. So
the next time he can use this personal profile to logon locally and then
connect via VPN.

Any directions on if this is possible (and API to use)- if not possible why?
