Follow up as promised:
I found the problem to be Windows Washer 5.0 that I installed.
If you had in Options set to "Wash on Windows Shutdown" and have "Wash, then
Shutdown Windows" -- When you go to Start, Turn Off Computer and then to
Restart, the computer shuts down like I was saying.
But, if you have "Wash on Windows Shutdown" and have "Prompt for Windows
Shutdown Options" -- then when you go to Start, Turn Off Computer and
Restart, then Windows Washer will come up wash and then bring up the Window
Shutdown Window again for you to select Standby, Turn Off or Restart. Then
you select Restart and the computer will restart and not shut off.
