No - it doesn't come with any version of Windows.

If you want to test the site before publishing live, yes you'll need IIS.

Frontpage must be purchased separately from Windows.

You can install IIS under Windows Media Center.

Windows Media Center 2005 comes with IIS on the Operating System CD -
install as a Windows Component from Control Panel->Add or Remove
Programs
FrontPage 2003 does not require IIS, unless you intend to test
server-side scripting on your PC.
