What does expiring a message in outlook do to a message sent?

I have micorsoft outlook office 2003. First, I sent a message when I opened
the message I went to view & then options and then MESSAGE OPTIONS APPEAR I
then saw something under delivery options to set the message to expire. What
does that actually do? Will the recipient still be able to open/view it

All depends on how the recipient has configured his/her mail client to
handle expired items.
It could delete it, it could hide it from view, it could highlight it,
etc...
