What does event ID 681 mean?

Hi,
I just add one account login audit in the windows 2000 server.
I found there are many user login failure aduit in the security event.
It is Event ID 681 3221225572 C0000064 User logon with misspelled or bad
user account


Those login failure account are all our brand office users in China.
I do not know why this error occurs , is it happening when outside user try
to login to download email or what else reason ?
Any idea ?
