Does encrypting file system work if file was originally encrypted on NTFS and moved to non windows partition?

hello,

I am trying to devise a method of archiving all my old messages in
Outlook 2003 and then storing them in online storage. My service
doesn't support Secure transfers so I need to encrypt the files
instead. The way I understand it, the EFS security works as long as
the file is on an NTFS partition however I am under the impression
that when the actual data gets written to another that the encryption
will no longer apply. Is this true?

I want to be able to right click the files I need secured, select
either encrypt or decrypt, and then be asked for a password. How do I
make this happen?
