If I update from Outlook 2003 to Outlook 2007 and send email to people not
using 2007, will they be able to read the message without having to download
a converter? I know any Word 2007 doc cannot be opend without a converter,
and I don't want to upgrade my mailer if I am going to have the same problem.

No converter necessary since e-mail message format tends to be html or plain
text.

No you won't need a convertor, mail doesn't work that way ;-)

Microsoft didn't and doesn't define Internet message formats. They
don't control the Internet and they don't control e-mail standards.
Doesn't matter which e-mail client you use. Imagine the ridiculous
confusion caused if senders and recipients had to use the same e-mail
client. Obviously if that were true then there would only be one
e-mail client used by everyone.
