Does disabling a disk drive keep it powered off?

I want to minimize wear & tear on a few internal hard drives in my
computer that I access only occasionally. I see two options available:
have Power Options turn off hard drives after [x] minutes, or disable
those disk drives in Device Manager (and enable them only when I need
access).

Currently am using the turn off hard drives power option, but a number
of programs such as Acrobat tend to fire up these sleeping drives even
when I'm not requesting access to them.

Question: does disabling a disk drive in Win2K keep it powered off, or
does it continue to spin and generate heat?
