What does "command line option syntax error" mean?

I have never been able to open links that are e-mailed to me as long as I
have had Outlook 2003. Is there a setting I need to change? I am not very
computer literate...

What's the default browser on your system? Also, is there a name to the
dialog box that pops up that error?
