When clicking on a link within FrontPage 2003, I would like the document
(.doc; .xls; .pdf ect) to open in a different window. Can I control that
from FrontPage? Or is that only controled by the end user's computer?

Right click the hyperlink to the document.
Click Target Frame
Select New window.
Apply.
