I've got a document created in Times New Roman where Heading 3 is Bold and
Italicized and Heading 4 is just Italicized. When the document is printed on
some printers, Heading 3 is more italicized than on other printers. How do I
get all the printed documents to look the same.

Unfortunately you can not directly. If two machines have even the
slightest difference in printer, or printer driver, or font, or Word
version, the printed copy will be different.

The only way to guarantee that the document looks the same whenever
you print if it, is by saving/printing it as a pdf and distributing
that.
