How do you stretch a backgound picture on a web page?

I'm trying to place a .jpg file as a background on a web page but can't
figure out how to stretch it? Is it possible?

You can't 'stretch' a photo and you really wouldn't want to ... the results
would be awful. You'll need to decide what size you really want and use your
image editing software to do that and to optimize it so the file size isn't
too big. Then you'll use your CSS settings (or properties) for the picture
not to repeat.
