I want to try running a website from my own computer, how do i really go
about this? do i need to have a computer dedicated to it or can i just use
my desktop and run it off one of the hard drives? I also want it to support
FrontPage, ASP, and MS Access Database support, what do i need to know and do?

I know that i have a static IP which is a big deal so i have that covered.

You have to know a lot. Probably more than you might want to spend time learning. Most people leave hosting up to the pros that know about server security, have the equipment, software and staff to maintain the system. Security being the main issue I wouldn't run it off my desktop. Running a windows server gonna be pricey as well.

if it's a personal site you can run it from your own server but with hosting
being so cheap why bother if it's a commercial site.

also you dont need a fixed ip, you can use something like www.no-ip.com

Cheers,
Dean

Then, of course, there must be a dns server for the dns records, and the ISP
must not block port 80.

it is a personal site and a few others i have made for other people. being
that i dont want to have to pay, i would prefer doing it for free and also
those servers that support what i need, they charge more than i like or can
afford to profit on from my few customers

With all due respect, that's one reason you shouldn't consider trying to
host your own sites. There's more to it than meets the eye, Greg.

Here you will find all the information you need to setup and maintain your own webserver at
home or office on your DSL or Cable connection. If you already have DSL or Cable modem, you
already have most of the necessary equipment; all you need to do is set it up.
