How do you reply to an email and retain the original attachment

My boss wants to reply to the original person who sent an email and have the
attachment still there

Then he will have to forward the email back to the recipient. If he insists
on replying, he will have to re-attach the item in question.

It is assumed when we reply to an email that has an attachment that since
the recipient already has the attachment they don't need it again.

Explain why the sender that gave you the e-mail needs to have the file
back? They already had the file so they could give it to you. Only if
you edit that attachment (which requires that you save it to then edit
it) would you send it back; however, you are NOT sending back the
original file but instead attaching a NEW file to your reply.
