how do you boot from USB DVD?

I have a USB DVD on my Dell Otiplex.

When I select the boot option - it gives me IDE??

This is a BIOS issue. Consult the fine manual for instructions about
booting from a USB device.

I think, depending on the age of the BIOS and MOBO and your particular BIOS
and MOBO, you might not be able to from my past experiences with them. With
some of the newer ones you will.
