Can I create a email newsletter using Front page to create a web page that I
send by email? Do I create the web page and then cut and paste into an
email? Do I need additional html language so that the email shows correctly?

the easiest way I've found is to create the page and publish it to the
server.
then in the head section of the version that will be the email add this:
<BASE HREF="http://yourdomain.com">
where yourdomain.com is actually YOUR DOMAIN.
