I need to do several things
1. upload current .pdf files to my website
2. find an inexpensive way to convert files to .pdf

I do not have adobe - and can't afford it. Any suggestions?

Import them like any other file, link to them from a page and then publish.

As for the second part try this:

There are some others listed here:

to publish the file, have your web open, then File > publish web, then in the
local computer's folder, find the file and right click then select 'publish
selected file'. Make sure when you're connected to the server, you change
directory on the server to the equivalent place to publish the Pdf file.

To convert files to PDF (depending on the original format e.g. MS Word *.doc
files to PDF, you would need for example Adobe Acrobat but it *is* expensive.
Other solutions are around, you just need to do a bit of searching.

www.adobe.com also has an online service that converts popular file types like
*.doc, you can do five files free, but then pay for a subscription service (I
don't know how much).....this might be an option for you.
