How do I unprogram the F1 key?

Function of the keys depends upon the OS and applications. Keyboard may or
may not indicate OS function -for applications the documentation

Start > Run :
hh C:\WINDOWS\Help\keyshort.chm

You can assign/overwrite Fx keys by creating a shortcut on desktop and then assigning
the Fx key as the "Shortcut Key" in shortcut's properties.

What the F keys do depends on the program you're currently running. F1
has been the Help key for as long as there have been personal
computers, so you can pretty well rely on that continuing to be true
regardless of what you're running. Others will be defined by the
current program. Some will let you assign actions to the F keys, some
have bindings hard-coded in the program. Look through your program's
help file for details.

First, how do I tell what all the F_ keys are set to do? F1 brings up
Help And Support, but I can't find anywhere in Control Panel anything
that tells me the F1 key is set to do that. (also looked under Control
Panel -> Keyboard). Is this just hardwired into the operating system? Or
is this configurable?

What about the other F_ keys? Can I assign them to do things in Windows
XP, or do I need a third party program to do that?
